Policies and Regulations for Saint Joseph County Disaster Relief Foundation, Inc.
The St. Joseph County Disaster Relief Foundation, Inc. was formed to provide financial assistance to residents of St. Joseph County, Indiana in times of need as they respond to, and recover from disasters impairing the habitability of their homes. In furtherance of this mission, the Board of Directors of the Foundation has established certain policies to govern the future distribution of funds.
Except for the payment of reasonable fees and expenses associated with the maintenance of the Foundation as an Indiana non-profit corporation and 501(c)(3) public charity, the Foundation may only disburse funds consistent with the following policies and regulations:
To support our constituents and ensure that as a community we work together to build, sustain and improve our capability to prepare for, respond to, and recover from natural and man-made disasters.
Qualifications for Receipt of Funds:
- Funds may only be disbursed by the Foundation from and after a Disaster Declaration shall have been made by duly designated officials of St. Joseph County, Indiana;
- Funds may only be disbursed by the Foundation to repair damage to a residence located in St. Joseph County, Indiana that has been caused by the Disaster;
- The building must be the applicant’s primary residence;
- The building must be owned by the applicant; and
- The building must have been mucked out, cleaned and dried prior to work being provided; (Visit the CDC website for cleaning tips at: https://www.cdc.gov/mold/cleanup-guide.html)
- The applicant shall provide evidence of homeowner’s insurance policy covering the building or shall certify that no such coverage exists;
- The applicant shall provide evidence of filing for State or Federal aid (if applicable) made available in connection with the Disaster as well as any responses received in connection with such filings; and
- Funds available for disbursement by the Foundation will be sufficient to render the building habitable.
Disqualifying Factors for Receiving Funding:
The Foundation shall not be authorized to disburse funds if any of the following circumstances apply:
- No Disaster Declaration shall have been made by duly designated officials of St. Joseph County, Indiana;
- The residence requiring repair is located outside of St. Joseph County, Indiana;
- The residence is not owned by the applicant or is not used by the applicant as his or her primary residence;
- All or part of the building is used for commercial purposes;
- All or part of the building is used for multi-family residential purposes; and
- Funds available for disbursement by the Foundation will not be sufficient to render the building habitable.
Use of Funds
The Foundation may only disburse funds to repair or replace the following items:
- Supporting Foundation Wall;
- Water Heater;
- Building Materials for Essential Living Space;
- Air Conditioning Unit (if determined to be medically necessary for habitability); or
- Chlorination of the potable water supply (if deemed necessary for habitability by St. Joseph County Health Department).
Process for Disbursement:
- The Foundation will only disburse funds for one of the above-listed authorized uses upon the recommendation of a licensed and bonded contractor qualified to do business in St. Joseph County;
- The applicant will be responsible for providing the Foundation with two quotes from licensed and bonded contractors for work that qualifies as an authorized use of Foundation funds;
- The applicant will be responsible for providing the Foundation with evidence reasonably necessary to demonstrate that the impacted building meets the above-listed qualifications for disbursement of Foundation funds;
- The Foundation will disburse funds directly to contractors and/or vendors of materials used by the contractors upon receipt of evidence of substantial completion of the contracted work;
- The applicant will be responsible for securing any materials stored on site during the repair process; and
- The maximum amount that the Foundation will disburse to any applicant will be [$10,000].
